Is this the official WhatsApp API?

Can I message anyone from my contact list?
You can message people who have agreed to hear from your business. WhatsApp requires opt-in, and messages sent outside a customer chat must use an approved template.
Can I keep my current WhatsApp number?
In most cases yes. The number must not be active on the regular WhatsApp or WhatsApp Business app when it moves to the API. We guide you through it.
How long does setup take?
Once your business documents are ready, setup usually takes one to three working days. Meta verification time can vary.
What does Meta charge for messages?
